EIA has just published the monthly price of electricity to ultimate customers by end-use sector. Link here.
Also here but the data is slightly different, though the site claims to get their data from the EIA and then they "manipulate, refine" it.
North Dakota still has the lowest rate for residential use, 11.64 cents / kWh.
