RBN Energy: leak at ECHO termial highlights crude market sensitivity.

A crude oil leak last Tuesday at the Enterprise Crude Houston (ECHO) terminal disrupted regional flows and caused crude differentials to move higher over the course of the week. While the spill was swiftly addressed by terminal owner Enterprise Products Partners, it still affected operations on the Seaway Pipeline system for most of the week. In today’s RBN blog, we discuss the role of the ECHO terminal and show how even an isolated incident can quickly have an impact on the market. 

Let’s start with a refresher on the ECHO terminal (large orange tank icon in Figure 1 below) and its surrounding infrastructure. ECHO is one of the largest crude oil terminals along the Gulf Coast and its strategic location in the Houston area, just southeast of Hobby Airport, makes it a prime location for pipelines delivering crude for storage and/or blending, with connections to nearby refineries and export terminals. Designed by Enterprise in 2010, the terminal was originally intended to function as a central storage and distribution hub linking incoming crude from the company’s South Texas and Eagle Ford crude gathering systems and its Seaway Pipeline joint venture (dark-purple line) with Enbridge. It has grown significantly since then thanks to new pipeline connections to the Permian Basin, increased outbound connectivity, and storage capacity that now stands at about 6 MMbbl. In addition, the HOU Intercontinental Exchange (ICE) contract, a physically deliverable futures contract for Midland WTI crude oil, must be delivered into specific terminals, one of which is ECHO (see Let Me Be Myself and Room At The Top.)

Enterprise has two major oil pipelines from the Permian to the Gulf Coast that travel to ECHO. To the Houston area, the long-hauls include the company’s 620-Mb/d Midland to ECHO 1 (M2E-1; dark-pink line) and the 450-Mb/d Midland to ECHO 3 (M2E-3; light-pink line), which represents the company’s 29% undivided interest on the 1.5-MMb/d Wink to Webster (W2W) Pipeline. Together, these give Enterprise 1.07 MMb/d of crude takeaway capacity from the Permian to the Gulf Coast. M2E-1 flows to Sealy, then uses Enterprise’s Rancho II pipeline (lime-green line), which connects to ECHO. The ExxonMobil-operated W2W follows the same path for a portion of M2E-1, but flows from Midland directly to ECHO, bypassing Sealy and the Rancho II pipeline.

U.S. Director of National Intelligence Tulsi Gabbard said on Monday the U.K. had agreed to drop its mandate for iPhone maker Apple to provide a “back door” that would have enabled access to the protected encrypted data of American citizens.

Gabbard issued the statement on X, saying she had worked for months with Britain, along with President Donald Trump and Vice President JD Vance to arrive at a deal.

British Prime Minister Keir Starmer was in Washington on Monday along with other European leaders to meet Trump and discuss Russia’s war in Ukraine.

The U.K. government and Apple did not immediately respond to requests for comment on Gabbard’s statement.

U.S. lawmakers said in May that the U.K.’s order to Apple to create a backdoor to its encrypted user data could be exploited by cybercriminals and authoritarian governments.

Raised by a single mother with an older brother and sister, Crockett grew up in a trailer park in Los Fresnos, Texas.
He has claimed to be a descendant of Davy Crockett, mixed-race, and Jewish. His mother relocated the family to Dallas, and Crockett spent the summer months with his uncle, who lived in the French Quarter of New Orleans.
Upon leaving high school at the age of 17, Crockett decided to travel with his guitar acquired by his mother from a pawn shop. Crockett noted, "I taught myself how to play and started to write songs immediately, without any chord knowledge or anything. I didn't know what key I was in for 12 years, but my ear was really good, and I could play in any key and any chord. I just didn't know what it was."
His early musical influences came from hearing hip hop, and he became fascinated with the samples used. Crockett said, "I got into Curtis Mayfield through samples of his songs by other artists, and Nina Simone was through a sample. Even J. Cole, I was listening to a song of his ("Kenny Lofton"), and it was based on the sample from the Manhattans version of 'Hurt.'"
Crockett played music on the streets in the French Quarter of New Orleans and in Deep Ellum, Dallas, as a teenager. Later, he traveled further afield by hitchhiking and riding freight, and by 2009, he was busking in New York City.
As he improved his performance skills, Crockett organized a street band called the Trainrobbers, which caught the attention of a Manhattan-based representative for Sony Music. He signed the 26-year-old Crockett to a two-year management contract, although he rejected a publishing deal.
Eventually tired of life on the streets and the pending expiration of the contract, Crockett relocated to Northern California, where he combined working on farms and communes with performing for three more years.
Crockett then existed on the streets in Paris, France, for a year, and briefly lived in Spain and Morocco. In January 2025, Crockett reportedly had signed with Island Records, and released his first album via the label, Lonesome Drifter, on March 14. The album includes 12 tracks, co-produced with Shooter Jennings, including a new version of his cover of "The Jamestown Ferry" and a cover of Terry Stafford's "Amarillo by Morning."

Awards:

In September 2023, Crockett was nominated for Artist of the Year, Album of the Year, and Song of the Year at the 2023 Americana Music Honors and Awards. He received his first Grammy Award nomination in 2025 for $10 Cowboy.
