Reminiscing 

I was stationed at Bitburg Air Base, Germany, 1983 - 1986, and then again, 1989 - 1992. Both times, my primary a/c was the F-15. In the video below, at the 4:37 mark Greg Clausen enters the picture. I flew with him many, many times. I vividly recall the three-hour night refueling sortie when we flew to an altitude of nearly 50,000 feet. Incredibly eerie.

Between those two tours at Bitburg Air Base, we were stationed at RAF Lakenheath, England, 1989 - 1992, where my primary a/c was the F-111D. Coincidentally the video linked here was filmed in 1992.

The video linked here was filmed in 1990 while we were stationed RAF Lakenheath. The plane involved was assigned to the 492nd Fighter Squadron. That was the squadron to which I was assigned at the time. Link here also.

North Dakota to expand in-state Legacy Fund investments, link here.

North Dakota plans to invest up to $150 million of Legacy Fund money in-state into land, infrastructure, agriculture and natural resources as part of a new agreement with investment firm GCM Grosvenor.

The Legacy Fund is a trust fund for the state made from oil tax revenue.

The fund, which as of March was valued at nearly $12 billion, is meant to create a source of reliable income for North Dakota even after the state’s energy industry tapers off.

The Legislature made a commitment during the 2021 session to invest more Legacy Fund dollars in-state, with the goal of making money for North Dakota while also stimulating its economy.

The state has set a goal of investing $600 million into North Dakota equity. The partnership with GCM Grosvenor to invest $150 million is part of that. The money is expected to go largely to private infrastructure, including for the energy and technology industries, according to the state Retirement and Investment Office, which administers the Legacy Fund. 

That $600 million represents about 5% of the current value of the Legacy Fund.

Legacy Fund assets are allocated according to policies set by the Legacy and Budget Stabilization Fund Advisory Board, which consists of six state legislators and four citizen members. The SIB follows these policies and state law when managing the assets. The SIB’s Investment Committee provides oversight of the investments within the established parameters.

These policies have generated positive returns for North Dakota taxpayers, with a five-year annualized return of 6.6% that has outpaced the inflation rate by over 2% and exceeds its policy benchmark return of 5.8%.

What little I know about the "Advisory Board," they seem to be over-thinking how to invest.

First notes of the day:

This is so incredibly cool. Fifth century BC India struggling to become a nation. The great epic -- one of two -- Ramayan's primary function was to legitimize monarchical rule. Meanwhile, Jain and Buddha were touting "The Middle Way" and/or alternative state systems -- variously described as oligarchical, republican, or even, democratic.

Exactly what we're seeing (again) this year in American national politics. 

• Trump: would like to be a monarch; will settle for an oligarchy
• Harris: supporters would like a purely democratic system (best example: get rid of the electoral system and simply decide on direct vote county.

Even more cool: this was happening in the 6th and 5th century; the same period when classical Greece was undergoing much the same. The "Golden Age of Greece" is now referred to, by historians, as "Fifth-Century Greece." 

Incidentally, I'm not sure if I see much difference between Buddhism and Jainism.

I'm probably the only one that doesn't know / didn't know the meaning / origin of "Manitou" -- that is, until tonight. 

Wow, how many times have I see that word, how long have I known that word, or variations thereof, how many times have I mentioned the Manitou oil field on the blog, and hard-to-believe, I've never thought of looking up the word?

Then tonight, while reading "Rip Van Winkle" in The Legend of Sleepy Hollow and Other Stories or, the Sketch Book of Geoffrey Crayon, Gent., Washington Irving, introduction by Alice Hoffman, c. 2001.

"Rip Van Winkle" was the third story in the "anthology," and in an appendix to the story as it were, a posthumous note by Diedrich Knickerbocker, mentioned "Manitou," p. 41. While discussing the Catskill or Kaatsberg mountains along the Hudson River north of NYC, Knicerbocker: 

"In old times say the Indian traditions, there was a kind of Manitou or Spirit, who kept about the wildest recesses of the Catskill mountains, and took a mischievous pleasure in wreaking all kinds of evils and vexations upon the red men."

Pretty cool, huh?

One can confirm the meaning of "manitou" by looking it up, but yes, indeed, it is an old Algonquin word for a specific spirit living in the geographical location as noted.

I've had the book on my shelves for twenty years, I suppose, but only recently had an interest in reading about Washington Irving and this stories again. 

"With "Rip Van Winkle," and the "Sketch Book," Washington Irving is believed by many to have created the genre of the short story in America, mixing superstition and history, the European tradition of fairy tales and folktales, and local Indian legends." -- Alice Hoffman.

"Rip Van Winkle" was published in 1819. Interestingly, these stories of superstition and ghosts were a big deal in England at the time. Exhibit A: Emily Brontë's Wuthering Heights was published in 1847. More contemporaneously, Mary Shelley's Frankenstein was published in 1818.
