I know he/she will need to visit a North Dakota DMV office for vision test, etc, but will he/she require to take the North Dakota written exam and/or take the driving test?

The article does note:
- it will take an extra 1.5 years to make purchasing a higher-priced, better-mileage Toyota Prius instead of a Toyota Corolla pay off
- the 2015 average is expected to be lower even still
