Off the east coast of the US/"Carolinas" after the balloon had accomplished its North American mission.
The big question: why was it not shot down over the Pacific, on the west coast before entering the US -- most likely because it entered over the Canadian/US border. It may never have been in US territorial waters off the west coast.
