It gets a little confusing with regular dividends and special dividends.
This is the "2Q" dividend.
The "1Q" dividend, I guess, was 30 cents. If so, the 2Q dividend is ((70-30)/30) = an increase of 133%.
Whatever. However you want to calculate it.
Later: yes, I was correct -- the previous dividend was said to be 30 cents.
