I guess I would have said "due to the great working relationship among the residents, the oil companies, and the various state agencies. I'm not so sure whether it is "great initiatives" or "lack of obstacles."
By the way, if North Dakota surpasses California's 540,000 bopd, Alaska is next. Latest numbers I have for Alaska -- 550,000 bopd.
