Rhine running low: link here. Coal-carrying barges won't be able to reach southern Germany.
i used to live in Basel (at the German/Swiss border). 30cm is almost no water in the river. I never remember it being that low. (Switzerland is supplied with oil by barges up the Rhine as well.)
I know Basel quite well. Have visited the city several times, the first time decades ago while hitchhiking through Europe as a college student.Yes, I was blown away by "30 cm." I doubt most Americans understand how shallow that it is.
