  1. well generally remote locales. what's LA's excuse? jumping off spot for offshore might use a crap load of energy. whats unexepected maybe is the West. Warm climate perhaps? then whats OK's excuse? not remote and not cold.

  2. It's the huge electricity requirement for refineries in Louisiana; same with Texas. The oil sector uses a lot of electricity (OK, TX, etc). But for the Great Plains states it's the low population density and huge energy requirements for farming. So, for me, this is a big story and a very good story. Energy consumption/capita in this case relates directly to manufacturing, farming, refining. etc.
