Hess With Four New Permits -- September 9, 2025

In technology, "RPO" most commonly refers to Recruitment Process Outsourcing, a business model where a company outsources some or all of its talent acquisition and recruiting functions to a specialized third-party provider, acting as an extension of the internal team. This allows the company to benefit from the provider's expertise, technology, and resources to find and hire top talent more efficiently.

Larry Ellison was able to see some time ago that there would be a shortage of chips ("blades") for several years, and that shortage would occur sooner than later. He bought an extraordinary amount of Nvidia chips for the sole purpose of renting them out. His gamble / hunch paid off.

That's one reason I'm not betting against Intel. I'm not investing in Intel but my hunch is that at some point the demand for Intel chips will be significantly greater than what Intel can provide.

Sec of the Interior Doug Burgum was interviewed on CNBC today. He spoke to why the Trump administration is not supporting wind and solar energy. His answer was so "on point" that Brian Sullivan was unable to provide any push back. Doug Burgum is/was a Stanford graduate. He's probably going to be one of the best secretaries of the interior that the US has ever had, and certainly one of the best secretaries in Trump's cabinet.

Broadcom is getting a lot of attention now, and the stock is having a parabolic move, as they say. 

It's all due to XPUs.

Nothing really new here, but necessary to update some past posts, emphasize others, post story of the day.

Personal investing: I have never been happier with my portfolio, as I hand it off to my grandchildren. The hand-off is measured, deliberate, and avoids controlling from the grave. Once done, I'm done. Three components:

  • energy
  • tech
  • dividends

So insane: link here.

Peacock: it was amazing the number of streaming options I had each day on my streaming devices, using Amazon's FireStick. Clicking on NBC's Paris coverage seemed to have an almost infinite number of choices. There's no way Peacock could have done that without almost infinite number of CPUs, GPUs, and NPUs. But mostly GPUs. Link here. 


Four major networks
:

  • NBC: everything seems to be going right -- sports, business, news.
  • CBS: currently in fourth place? Huge shakeup in "Evening News with ...."
  • ABC: at least they still have "The View."
  • FOX: a joke.

With regard to tech, chips, and investing, I consider this a big deal (for me). Note the usual disclaimer -- everywhere on the blog and also at the bottom of this page.

In the big scheme of things, I see:

  • NVDA: GPUs
  • AMD: CPUs
  • AVGO: XPUs (Broadcom) -- added September 25, 205
  • MU: memory
  • NPUs: multiple, proprietary
  • AAPL: SoC

A quick perusal of all these sites, plus:

  • the blog, January 20, 2023;
  • Chip War, Chris Miller, c. 2022;
    • around 2022, I pivoted from energy to tech and developed an investing map based on that book

Putting that altogether ....

.... so, when I saw this, I was quite pleasantly surprised.

So, it that just idle chatter coming out of nowhere? It sure seems "pie in the sky," but then this credible source, tom'sHARDWARE:


Possibilities:

  • US public: only intel agencies, and AMD wouldn't be discussing this if that's where the offer existed
  • US private: there are only a few companies that could pull this off; think of the trillion-dollar market cap club: Amazon, possibly; Apple, no; MSFT, no; Musk (TSLA), possibly; NVDA, obviously not.
  • sovereign nations:
    • as noted above, US, no
    • Saudi Arabia: wouldn't surprise me
    • Japan: why?

Then to come full circle:

Putting that altogether ....

.... so, when I saw this, I was quite pleasantly surprised. As an investor, this is almost actionable intel:

  • unlike global warming, climate change, the tech revolution is not controversial;
    • the tech revolution is very, very real
    • huge FOMO among sovereign countries, and large market-cap publicly-traded companies
    • unlike the dot.com bust several decades ago, "real" hardware -- not just webpages and dreams -- are being sold
  • the tech revolution is being "run" by huge, well-known, well-managed tech companies, not be start-ups that we saw during the dot.com bust
  • unlike the dot.com period when start-ups depended on huge amounts of hedge-fund support, the companies involved in the tech revolution have huge cash reserves; they have huge cash reserves and/or equity valuation that is not considered wildly out of line
  • this revolution is occurring despite high interest rates; imagine what happens when the Fed makes that first cut;
  • tech companies are growing into their evaluations
    • Exhibit A:
      • Nvidia: a p/e of 73
      • AAPL: below it's "usual" p/e
      • AVGO: 73; 10-1 split pending
      • QCOM: 27
      • INTC: 33
While writing the above:
  • MSFT hits a new all-time high;
  • AAPL turns positive again; if closes in the green, will set a new record; hits a new all-time high;
  • NVDA snaps several-day losing stretch and is now (nicely) green today;
  • MU up nicely today.
