My math is wrong, and has been questioned. See first comment.

    1. You are correct using the difference between 410 and 408 which is the correct way to do it. I prefer to take the difference (2 parts per million) and calculate the percent difference based on parts of per million. You would get the A+ in statistics if this were a college exam. I would have failed but 2 parts change per million helps me put things in perspective, even though it's wrong. That's why I showed my work.
