I think that is comparing a JUN ND number (from NDIC) with a May 914 number for NM. Once we get the JUN 914, I expect NM will be higher than ND. (Even allowing ND to use the [higher] NDIC number, not the 914.
If you just look at it 914 versus 914, NM is already higher. But I do think EIA underestimates ND--state data is more reliable there.
