Hammering out a budget has been difficult because of rising deficit projections. Brown pegged the gap at $9.2 billion in January but said last month that it had grown to $15.7 billion.For the cynics out there, and I know there are one or two, the California legislature will actually pass a budget on time this year. Rule changes have made it easier to pass a budget AND legislators will start seeing their pay docked if a budget is not passed.
The Legislative Analyst's Office, which provides nonpartisan financial advice to lawmakers, said the shortfall could be even higher because of miscalculations about redevelopment money and tax revenue.
