North Dakota State Approves Almost $7 Million For Schools In Oil Patch

The Bismarck Tribune is reporting:
Nearly $7 million in grant dollars for immediate school district needs was approved by state officials during a special meeting Thursday morning.
The North Dakota Board of University and School Lands approved $6.8 million from the Oil and Gas Impact Grant Fund for emergency needs to 23 kindergarten-through-grade-12 school districts. The five-member board approved the recommendations unanimously.
State Land Commissioner Lance Gaebe told the board the recommended grants before them were chosen from a total of 42 applications amounting to $21.4 million in requests.
The grants were awarded to requests relating to school safety, teacher housing and temporary classrooms.
“Some of the needs aren’t known until school starts,” Gaebe said.
He said a second K-12 grant round is to be held in the fall to address additional needs.
The largest individual grant awarded was $1.79 million to McKenzie Public School District No. 1. Grant dollars for the district are for school safety upgrades, employee housing, security and lockers.

In other news, a piano tuner by trade is trying to stop the oil industry in North Dakota; he is concerned about his grandchildren going to school in hazmat suits. I wasn't sure if he was talking about his current grandchildren or grandchildren in the future. I don't know where his grandchildren live but they probably don't live in North Dakota. I know Homer's son Bart freely rides his skateboard without a protective suit. But I digress.

First Things First

The first thing I do when preparing for a trip is check cell phone service. This is not rocket science. Okay, maybe not the first thing, but it's high on the list. Right under: "remember the Rogaine."

Yahoo!News is reporting:
I had zero cell-phone service when I landed in Bismarck. I know this state is mostly rural, but how was I supposed to know Sprint doesn't operate here? Two hours, $183, and one new cheap smartphone later (thanks, Radio Shack!), I was on the road for an almost four-hour drive to Williston, the heart of America's oil boom.

Incredible Housing Story From Watford City

This is an incredible story, posted in The Williston Wire, published by Watford City's McKenzie County Farmer.
Watford City has made a name for itself across North Dakota as being a community that, in spite of seemingly insurmountable challenges and roadblocks, has always been able to find a  way to get things accomplished.
And last Wednesday, North Dakota Governor Jack Dalrymple and Attorney General Wayne Stenehjem were in Watford City to help the community celebrate the opening of the Wolf Run Village, a 42-unit housing complex for essential school, city and county employees, as well as to break ground for a 200-unit daycare facility that will be open in the winter of 2014.
“This project is a perfect example of meeting the challenge for essential housing, as well as a daycare facility by hook or by crook,” stated Dalrymple. “You have found new ways that have never been done before to meet your needs.”
The $8 million complex, which will provide 24 one-bedroom apartments and 18 two-bedroom townhomes, as well as the daycare, was funded in part with funds from McKenzie County, the City of Watford City, the McKenzie County Public School District No. 1, as well as $1.5 million from the North Dakota Housing Incentive Fund with First International Bank & Trust providing a $250,000 matching grant and more than $500,000 through the state’s Law Enforcement Pilot Program, a program established to provide housing for law enforcement personnel. Watford City also received $125,000 in Energy Impact Grants to help fund the construction of the daycare facility.

The Williston Wire

Groundbreaking for new housing development, Riverpointe Crossing, located north of 42nd Street East and University Avenue, Williston: 54 duplexes, 3 single family homes.

North Dakota Housing Finance Agency will provide $20 million for 18 projects across the state, including two in Williston: $3 million, Williston State College Housing Phase II; and, $3 million to Renaissance on Main Street.

Oil and gas jobs in the US have grown 40% since 2007.

WAWS is now providing high-quality drinking water to Ray, Tioga, and Stanley. [Comment: I'm glad it's high quality. Otherwise we would be hearing a lot of complaints. To the best of my knowledge, independent water supplies have not provided high-quality drinking water to any municipality but I could be mistaken.] In addition to these three communities, Wildrose and Crosby were previously connected; Fortuna, Noonan, Columbus, and 200 to 250 rural users will soon be connected. [Comment: Even after the oil industry leaves  75 to 150 years from now, the water will still be flowing.]

Historical Monthly Oil Production Statistics For North Dakota

I had to correct an earlier post. I was unaware that NDIC provides two different tables on monthly production: one table is for all wells in North Dakota; the other table is limited to the Bakken which includes the Bakken, Three Forks, and the Bakken/Three Forks Pools.

I don't recall both tables when I first started blogging four years ago, or if this is something new, or something I simply overlooked. Whatever. Regardless:

Comments From A Different Planet

The comments at this CarpeDiem post are instructive.

There are two issues that seem to keep popping up when naysayers comment on the Bakken: a) low production/well/day; and, b) the cost of wells.

COST/VALUE
1. First, the cost of wells. Operators are no longer drilling $10 million wells for $10 million. In other words, some wells will still cost $10 million but, comparing apples to apples, the $10 million wells in the past have now come down significantly in cost.

2. The North Dakota Bakken boom is now in its 6th year; it started in 2007. In Montana, the Bakken boom began in 2000. To date, operators have not written off or downgraded the value of their North Dakota shale assets. Bonuses paid for leases in the North Dakota continue to reflect no loss of interest in the Bakken.

PRODUCTION
3. With regard to productivity for the most recent month: the previous month, May, 2013, was the wettest month on record in North Dakota -- again, repeat, the wettest month on record -- not just for a few years, or a decade, but on record. Road restrictions were in place in May, 2013. These road restrictions were extended into June. I don't know the current percent, but at one time (recently) as much as 70% of all oil in North Dakota is trucked at some point, generally from the pad to the nearest pipeline terminal. Even if the distance is one mile from the pad to the pipeline terminal, it still takes a truck to get on to the pad to empty the tanks. With a measly 1.25% increase in daily production (June over May, 2013), despite all the huge wells that have been reported in the past six months, and then knowing about the road restrictions due to extremely wet weather, the dots all connect. In addition, if operators are meeting their contracts, they may be choking back their wells for any number of reasons.

4. There are a gazillion examples, but to get an idea of what "choking back a well" can do, look at #19104 at this post. This well has produced as little as 2,003 bbls back in September, 2011, and produced more than 11,000 bbls in just six days in June, 2013. That wasn't nature, folks; that was the CEO of QEP managing his assets.

Month-to-month variability is interesting to follow but longer intervals are needed to really see what is going on.

5. I think some of the folks who comment on the Bakken are also unaware of EOG/CEO's recent comments: he says ALL, not most, not some, but ALL of EOG's Bakken wells now show 100% return on investment. A year or so ago, I thought wells were paying for themselves at the wellhead when they hit 100,000 bbls cumulative which was 12 - 24 months. Now, costs of wells have come down significantly, wells are hitting 150,000 to 200,000 bbls in 12 - 24 months, and the price of oil is significantly higher this year than last year, based on NYMEX numbers. In addition, a year ago, Bakken was selling to a discount to WTI and WTI was selling to a discount to Brent. WTI and Brent are near parity now, and Bakken sold at a premium, albeit for a very short period, to WTI.

Other areas, however, have exceeded expectations. North Dakota, home of the fast-growing Bakken play, produced 779,000 barrels a day of oil in February, up nearly 40,000 from January. Although fierce winter weather briefly halted growth this winter, the state is now on track to reach its 2015 goal of 850,000 barrels a day later this year, Lynn Helms, director of the North Dakota Industrial Commission Oil and Gas Division, said on Tuesday.
So, this will be the poll to replace the current poll in which we asked whether North Dakota's June's production numbers would set a new production record.

IPs For 1Q13 Have Been Update

About a quarter of the wells coming off the confidential list go to DRL status.

Periodically I update those wells. I have just updated the IP reports for 1Q13. I did not update any other data at that linked site.

The Little Tank Oil Field; One Red River Well With Almost 450,000 Bbls Cumulative Oil Production; Still Active

Just when you think there are no "new" fields in the Bakken, another one pops up.

This time it is Little Tank oil field. The first Bakken well in this field will be coming off the confidential list tomorrow:
  • 24585, conf, Hunt, Bear Butte 1-6-7H, Little Tank, no production data, 
Little Tank oil field is a small rectangular field, all of 14 sections "big." It is in the west-central area of McKenzie County.

There are currently three Bakken wells on the confidential list sited in this small oil field, but only two of them will actually be drilling in this field; the third will be drilling north into the Sather Lake oil field.

However, of interest, there is a Red River well in this small field, it is still active:
  • 7167, 557, Sequel, Little Tank 19-21, t6/82; 434K cum 6/13
This Red River well was spud in 1982, and has been producing oil for over 30 years; production has leveled off at about 700 bbls/month. But some things never make sense to me: look at the last three columns; maybe someone can explain this to me. Smile.
